Capistrano Unified releases teacher layoff names

SAN JUAN CAPISTRANO – Capistrano Unified officials on Monday  released the names of all teachers who would be out of jobs at the end  of the school year under a plan to slash $27 million from next year's  budget. Capistrano Unified notified 400 permanent and temporary  teachers, psychologists and reading specialists last month that they  could be laid off or not have one-year temporary contracts renewed as a  result of an anticipated $4 billion cut to public education, which the  governor has proposed to balance the state budget.

After the  notices went out in March, some school principals released the names of  affected teachers in e-mails to parents and through on-campus displays;  the complete district list was released Monday in response to an Orange  County Register public records request.

In January, Gov. Arnold  Schwarzenegger proposed suspending Proposition 98, the California law  that provides a guaranteed source of funding to public schools. For  Capistrano Unified, the proposed cuts mean eliminating the 20:1  class-size ratio of students to teachers in the first through third  grades, cutting a part-day 20:1 ratio in kindergarten, and increasing  class size by one student in fourth through twelfth grades.

School  districts are required under state law to notify certificated staff of  potential layoffs by March 15. Such "reduction in force" notices went  to 269 district employees, according to the district's list. Those  layoffs will be confirmed or rescinded as of a May 15 deadline.

Additionally,  the list indicates 131 temporary academic and psychology staff members  were notified their one-year employment contracts would not be renewed.  Those notices could also be rescinded if the budget situation improves,  officials said.

The list shows that some of Capistrano  Unified's 56 campuses were hit harder than others by the layoffs, which  are based on seniority with the district, not on performance.
